Using paper bags instead of polythene bags

This is purely  about Indian government. I never expected this from our government. If we are the reason for their work then why can't they concentrate more on our health also. Use of polythene is not only injurious for us but is also effective to  animals which swallow these bags along with the food scraps. Even the decomposition rate of these bags is very very slow when compared to the paper bags. So many countries replaced their bags with paper bags. Let us assume that India  gets its income when these bags are used (imports and exports) and so it's not replacing the bags. Then what about subsidies it provides on many other commodities like rice which is been given at Rs. 2 only. Why can't they also concentrate on this. Its been many years until now after realizing that paper bags must be used to reduce pollution. And a developing country like India can't impose limitations on industries, so taking actions against these minor things will bring a better change.
